On receipt of your Despatch 9414/1903 -

C.S.0./G of December 5th. last, I communicated with the Surveyor

of His Majesty's Office of Works at Shanghai recommending that

the space required by the Bongkong Government for the extension

of their post office at Shanghai should be leased to them at a

nominal rental.

I have now the honour to enclose copy of

Mr. Cowan's reply transmitting correspondence on the subject, in

which he states he considers it fair that in view of the profits

made by the Agency, they should be requested to pay a rental of

100 Taels a month for the valuable land in question.
